3.1.3 came out about a week ago and I have cautioned all my followers to hold off until a substantial update rolls around, besides many who have legitimately updated have had battery issues and other issues too. Be patient and wait and if you cant wait there is a hack already unless you are on 3GS or using a company other than ATT. There are some good things to speak of in the app store such as Burglar alarm free in the app store. No one will ever try to pickup and snoop or take your Iphone without you knowing it again.
